Wednesday, June 22, 2011, the much awaited proclamation and oath taking of the rightful winner for 2010 Sangguniang Barangay Election for chairmanship was finally announced. Hon. Narciso G. Hermosa, Jr. after seven (7) months of battle-cry for his right finally won the race for Barangay Chairmanship.
The election in Barangay Mariblo was said to be the 'first' in the Philippine History. Three Former Kagawads, Mr. Oliver Algas, Mr. Jerome Taeza, Mr. Narciso G. Hermosa , Jr. competed with each other for barangay chairmanship; But, there are two nuisance candidates a.k.a. "Oliveros Algas" and "Nariso Gabriel Hermosa, Jr." comes out to deface clean election in Barangay Mariblo. Their names are almost the same to the two incumbent candidate. One more unusual thing happened on the day of election is when the counting of votes are finished, two former kagawad candidates, Mr. Oliver Algas and Mr. Jerome Taeza got tied with 511 votes while Hon. Narciso G. Hermosa, Jr. got 504 votes with 56 stray votes in favor of him.
Since, Hon. Narciso G. Hermosa, Jr. already knew that the proclamation will soon be announced, he acted immediately to stop the proclamation by filing an electoral protest . By then, the COMELEC responded for the 'motion to stop the proclamation'. The next step he did was filing a protest to stop the scheduled toss coin of the two incumbent candidates who got tied so that a blunder winner for barangay chairmanship may not be given a chance to be proclaim. Luckily, the COMELEC responded in favor of Hon. Narciso G. Hermosa, Jr. stopping the toss coin.
With several hearings and debates, after seven months of battle-cry for the truth, finally the COMELEC proves that there is a rightful winner and then eventually ordered to proclaimed the rightful winner in favor of Hon. Narciso G. Hermosa, Jr. by adding the 54 stray votes which makes him proclaimed as the rightful winner for 2010 election.
